A Pathfinder está buscando um Chefe de Equipe experiente para a esperada Atividade Melhorada de Saúde Materna, Neonatal, Infantil, Imunização e Nutrição em Moçambique . O objetivo deste projeto é acelerar as reduções na mortalidade e morbidade materna, neonatal e infantil em regiões de alta carga de Moçambique, aumentando a capacidade das instituições do país anfitrião, incluindo organizações locais, para melhorar o acesso, a qualidade e o uso sustentado de serviços de saúde materna, neonatal e infantil (MNCH) baseados em evidências, incluindo serviços de imunização e nutrição de rotina, bem como promover comportamentos e práticas ideais de MNCH, desenvolvimento infantil e nutrição.

O Chefe do Partido terá um equilíbrio apropriado de liderança, habilidades gerenciais, técnicas e interpessoais, e experiência. Eles têm um profundo entendimento das metas e objetivos gerais do programa financiado pelo doador e serão capazes de articular a visão estratégica para o projeto. Eles demonstraram experiência inspirando e motivando equipes em ambientes complexos. Eles também têm experiência interagindo com agências do país anfitrião, incluindo governo central e local, USAID, parceiros de desenvolvimento, sociedade civil e organizações comunitárias. O COP tem a responsabilidade geral pela coordenação de todas as atividades e equipe do projeto, garantindo que os objetivos e metas do projeto sejam cumpridos, representando o projeto para o doador e principais partes interessadas, incluindo funcionários do governo, parceiros e outros.

Principais responsabilidades


1. Desenvolvimento e Implementação Estratégica – Fornece direção estratégica em todas as atividades do programa. Desenvolve e atualiza o plano de trabalho do projeto, garantindo que as abordagens programáticas sejam tecnicamente sólidas, baseadas em evidências e consistentes com as prioridades do doador.


2. Implementação do Projeto – Garante que o projeto alcance o maior impacto possível, incluindo fornecer a liderança necessária para inspirar e motivar a equipe do projeto a implementar objetivos de desempenho e mandatos de forma oportuna e econômica. Atende aos mais altos padrões de qualidade e valor pelo dinheiro e garante a conformidade do projeto com as regras/regulamentos do doador e os SOPs do Pathfinder, incluindo diretrizes técnicas.


3. Monitoring and Evaluation Strategy – In collaboration with the MEL lead, provides leadership and direction to ensure robust monitoring and evaluation strategies, frameworks, plans, systems and indicators to capture and monitor/evaluate project resources, performance and results.


4. Financial and Operations Management – In collaboration with the Finance and Operations Director, establish and maintain the ongoing financial and grants operations, including monthly pipeline reviews to ensure accountability of all project activities as well as the accurate and timely reporting of finance deliverables.


5. Human Resources Management and Organizational Development – Provides leadership support to project staff and promotes best practices in human resources management. Oversees adequate implementation of the performance management system including performance objectives and planning, review, appraisal and staff development. Oversees and monitors efficiency and fairness of recruitment processes. Provides coaching and counselling advice to staff when necessary and leads initiatives to develop staff capacity.


6. Information, Communication and Learning – Ensures programs are maintaining a coordinated and agreed upon information exchange both internally and in its dealing with external parties. Ensures that all communication infrastructures are set up and smooth information flow is maintained. Ensures that experiences and best practices are documented and shared across the organization.


7. Pathfinder Representation – Serves as the senior representative for Pathfinder to USAID, Government of Mozambique agencies, development partners, and civil society organizations. Cultivates and strengthens positive, productive relationships and ensures that Pathfinder is consistently viewed as an effective implementing partner and achieves project targets. May represent Pathfinder and the project at regional and international conferences, working groups and other CLA fora.


8. Internal Partnerships – Partner successfully with Pathfinder’s regional and US-based leadership and financial, technical, and operations officers by providing accurate and timely reporting, updates on the project progress, monitor quality of project implementation, and coordinate provision of relevant technical assistance based on project needs.


9. Stakeholder Coordination – Ensures coordinated program implementation at different levels with all the related stakeholders.


10. Funding and Grants Management – Develops networks and partnerships with national/regional/international institutions in Mozambique and spearheads donor collaboration, fund raising and project development within the country. Undertakes diversified local and international fundraising initiatives to strengthen program funding and sustainability. Coordinates the production of good quality funding proposals and responds to calls for proposals. Ensures that effective grant management systems are in place and are consistent with Pathfinder’s fund seeking and management policy.


Minimum Education and Work Experience:


A master’s degree or higher in public health, social sciences, health systems, management, or a related advanced degree.

A minimum of 10 years of progressive program management experience overseeing international development projects in developing countries, including senior management experience for USAID and other donor-funded projects. At least 3 years’ experience serving as a DCOP or COP for USAID-funded projects preferred.

Experience working on the issues covered by the scope of the project such as maternal newborn child health, immunization, nutrition, behavioral change and health systems strengthening, ideally in Mozambique or similar context.

Experience interacting with a wide range of agencies, including central and local government, development partners, civil society, and community-based and youth-led organizations.

Experience interacting with wide range of agencies, including central and local government, US Government agencies, international development partners, civil society, and community-based organizations is essential.

Experience advancing equity and inclusion of women, youth and other marginalized groups.

Fluency in English and Portuguese is required, both oral and written.

Preferred Education and Work Experience:


Demonstrated international credibility as a leader in MNCHI+N, health service delivery and systems strengthening.

Significant operations and financial management experience in developing countries.

Proven experience in designing, implementing, monitoring, and evaluating development and intervention activities, preferably with USAID, WHO, or other donor organizations working in the health sector.

Demonstrated supervision experience of senior staff and technical experts.
